Dick Colgan was a thoroughbred breeding expert, racing journalist and teacher whom the Western Australian Turf Club appointed to run the Apprentice Jockeys School, which the organisation opened in 1950.

Born in Boulder in 1911, Colgan worked in state schools throughout Western Australia from 1933 to 1975, with his final position being the inaugural Principal of Thornlie Senior High School. Colgan was on the staff of the Kent Street Senior High School when the WATC invited him to be the first Director of its Apprentice Jockeys School at Belmont Park, which the club promoted as being the only such institution in the world that combined technical and general education. Colgan died not long after retiring, passing away in 1978 aged 67. Colgan's given names were Richard Raymond.
