Born in the United Kingdom in 1863, Marillier migrated to Victoria in 1893 but the gold rush lured him to Western Australia shortly thereafter. Marillier joined the WATC as a clerk in 1906 and, 20 years later, ascended to the top non-committee position, working alongside Ernest Augustus Lee Steere until both men left their posts of Secretary and Chairman respectively midway through World War Two. Marillier returned to Australia's east coast in the early stages of his retirement but the pull of Perth resulted in him spending his final days in the city, passing away in 1949 aged 86 years.
