Alfred Waylen's name appears in the preamble of The Western Australian Turf Club Act 1892 as one of the three lessees to whom Queen Victoria demised and leased the land on which Ascot Racecourse stands, with Her Majesty granting a 999-year term at a one-peppercorn annual rent to them, their executors, administrators and allowed assigns provided the club used it for thoroughbred racing, including holding at least one meeting per year.

The son-in-law of John Wall Hardey through his first marriage, Waylen was the Chairman of the WATC from 1889 to 1890. Waylen's doctorate in medicine was the first medical degree granted to a native Western Australian and, in addition to being a surgeon, he was a public servant and a vigneron who exhibited his wines internationally before his death in 1901.
